Housing is about security, dignity, and the opportunity to build a better life.
In a country experiencing unprecedented economic growth, access to decent housing should never be treated as a privilege reserved for those who can afford it. Housing is a fundamental social right that supports people's well-being and strengthens communities.
Not a statistic
Too often, housing debates are reduced to statistics and property prices. While these factors matter, they do not tell the full story. Behind every housing application is a family facing uncertainty, a young couple struggling to buy their first home, an elderly person wishing to remain independent, or a single parent wondering how next month's rent will be paid. I am fully determined, as the Minister responsible for this sector, that housing policy shall never lose sight of these realities.
Commitment
From day one of my appointment, I made it clear that the Labour government would not leave housing entirely to market forces. As a centre-left government, we firmly believe that government intervention remains essential to ensure that economic progress benefits everyone, especially the most vulnerable members of society.
Benefits
Stable housing improves individuals' well-being, which is why every euro invested in helping individuals and families secure decent housing generates long-term social and economic benefits.
Complex
Recent research into housing satisfaction shows that people's needs are becoming increasingly diverse. There is no longer a one-size-fits-all solution.
SensAbility
In Parliament, I was asked about the SensAbility Scheme. I explained that since the Scheme's launch, the Housing Authority has received 153 applications. Of these, 128 were approved, one was deemed invalid, 21 were withdrawn, and three remain pending. The Scheme provides financial assistance of up to €6,000 to fund the installation and equipment of sensory rooms for individuals who experience sensory difficulties, such as those associated with autism or sensory overload.
We care
The scheme has been renewed and continues to provide financial assistance to individuals on the autism spectrum, as well as those with ADHD or Down syndrome. The scheme is not means-tested, and installations are not limited to government-owned properties. Assistance is also available for privately owned properties and rental homes. Financial assistance is granted based on a report prepared by an Occupational Therapist engaged by the applicant, with recommendations tailored to the beneficiary's individual needs.

This is the total expenditure on the maintenance of properties managed by the Housing Authority between January 1, 2025, and June 24, 2026. This figure includes both structural and non-structural works. Structural repairs include roof replacements and concrete repairs, while non-structural works include repairs to drainage and communal lighting systems. These works are carried out across Housing Authority-managed properties throughout Malta and Gozo.

I said that housing is a foundation for dignity, wellbeing, opportunity and social cohesion. Ten years after the adoption of the New Urban Agenda, housing affordability, social inclusion, climate resilience, and sustainable land use remain among the world's most pressing challenges.
Partners
In New York, I referred to the Foundation for Affordable Housing, a partnership between the Government of Malta and the Archdiocese of Malta that provides affordable housing opportunities for individuals and families who do not qualify for social housing but still struggle to access the property market. The initiative reflects Malta's commitment to strengthening cooperation between public institutions and civil society to address housing needs.

I also highlighted Malta Vision 2050, the country's long-term national framework for sustainable development, which recognizes housing as a key pillar of economic prosperity, environmental sustainability, and social cohesion.
Housing policy must continue to support climate resilience, environmental sustainability and responsible land use, while ensuring accessibility and inclusion for all members of society.
Widdecombe
Westminster is reeling from the shocking assassination of former Conservative MP Ann Widdecombe, now a Reform spokesperson. At the time of writing, a 28-year-old British national has been arrested on suspicion of murder. The killing has put the safety of UK MPs back on the agenda. Over the past two decades, two other British MPs have been murdered. In 2021, Sir David Amess was stabbed during a constituency surgery in Essex. In 2016, MP Jo Cox was shot and stabbed outside a constituency meeting in West Yorkshire.
Andy Burham
The former mayor of Manchester will walk into 10 Downing Street later this month. He will be uncontested following the resignation of Labour leader and Prime Minister Sir Keir Starmer. The latter lost the support of his Parliamentary Group despite Labour's landslide victory two years ago. The rise of the UK far right, with the Reform Party and now its splinter party Restore, polling strongly, put Starmer under mounting pressure within his party. The latest local council elections were the proverbial straw, after Labour suffered catastrophic losses nationwide.
No 10 North
Burnham, who ran for Labour leader twice before, is now expected to walk into Downing Street with ease, as most Labour MPs back him. It will be a tall order for Burnham. He promised devolution of power, including the creation of No 10 North, another Prime Minister's office in his hometown of Manchester. Political observers are watching how Burnham will handle the Trump Presidency. So far, the US President has been dismissive of Burnham, describing him as a 'mayor from a town in the UK'. Soon, he will have to deal with him as the Prime Minister of the United Kingdom, an important ally of the United States of America. Time will tell.
Al Thani
The Emir of Qatar, Sheikh Hamad bin Khalifa Al Thani, has died. He led the country from 1995 to 2013 and is widely regarded as the architect of Qatar's modernization. Under his leadership, Qatar became the world's leading liquefied natural gas (LNG) exporter. He also founded the news network Al Jazeera and secured Qatar's successful bid to host the 2022 FIFA World Cup. Sheikh Al Thani pursued an active foreign policy, positioning Qatar as a mediator in regional conflicts. Earlier this week, I visited the Qatar Embassy in Malta to pay my respects.
