Artificial Intelligence in education and the future we choose

Artificial Intelligence (AI) is no longer a distant concept reserved for technology companies or research laboratories. It has become an integral part of everyday life, influencing how we work, communicate, access information and, increasingly, how we learn. The question before us is no longer whether AI belongs in education, but how we can ensure that it enhances learning while preserving the values that define quality education.

Various international studies, even those by the University of Malta, highlight AI's transformative potential across the education sector. These analyses found that AI can personalise learning, reduce teacher workload and improve student engagement and performance. The wider evidence, however, also highlights important challenges surrounding ethics, privacy, assessment, bias and digital inequality. 

Particular appreciation is due to the Malta Digital Innovation Authority (MDIA), the Directorate for Digital Literacy and Transversal Skills (DDLTS), unions, and all academics, educators, and professionals who have contributed their knowledge, insights, and experience to shaping the ongoing conversation on AI and the future of education. This work also reflects Malta's broader commitment to building national AI capacity through ongoing government-led initiatives in AI training, awareness and skills development, ensuring that citizens, educators and professionals are equipped to engage with emerging technologies responsibly and effectively.

However, these opportunities and challenges should not lead us to polarised positions. AI is neither a miracle solution nor an existential threat. Like every significant technological innovation before it, its impact will depend on the choices we make as policymakers, educators, parents and students.

History offers valuable lessons. The arrival of calculators did not eliminate mathematics. The internet did not replace libraries. Digital learning platforms did not remove the need for teachers. Instead, each innovation reshaped education, requiring schools and universities to adapt while retaining their core mission of developing knowledgeable, critical and responsible citizens.

Artificial Intelligence represents the next stage of this evolution.

Attempting to prohibit or ignore AI would be both unrealistic and counterproductive. Students are already using AI-powered tools in their daily lives. Many educators are already integrating them into lesson planning, feedback and differentiated instruction. Employers increasingly value AI literacy alongside human skills such as critical thinking and collaboration. Education therefore has a responsibility not simply to tolerate AI, but to prepare students to use it intelligently, ethically and critically.

This means shifting our educational focus. Memorisation alone is no longer sufficient in a world where information is instantly accessible. Instead, education must place greater emphasis on critical thinking, creativity, collaboration, ethical reasoning and problem-solving. Students should learn not merely how to use AI, but when to use it, when not to use it, how to verify its outputs and how to recognise its limitations.

Equally important is the changing role of educators. AI should never be viewed as a replacement for teachers. The human relationship between teacher and student remains at the heart of meaningful education. Good teachers inspire curiosity, build confidence, understand emotions, recognise individual circumstances and nurture values that no algorithm can fully replicate.

Rather than replacing educators, AI should empower them.

Teachers spend considerable time on repetitive administrative tasks, preparing routine assessments, organising learning materials and analysing student performance. AI has the potential to reduce this administrative burden, allowing educators to dedicate more time to what matters most: engaging directly with students, mentoring them and supporting deeper learning.

However, this transition cannot simply be imposed through policy announcements or technological procurement. Successful educational reform has always depended upon meaningful dialogue.

Too often, education reforms become political bickering rather than national conversations. Yet education belongs to society. Governments establish policy, but educators implement it, students experience it, parents support it, and employers ultimately benefit from it. Every stakeholder therefore has both an interest and a responsibility in shaping the future of education.

Because of this, Malta should strive to develop a more coherent and effective strategy for AI in education, and that strategy must be built collaboratively. Teachers should be involved from the earliest stages of policy development because they are closest to classroom realities. Their professional experience is indispensable in identifying practical opportunities and anticipating unintended consequences.

Students, too, deserve a meaningful voice. They are not passive recipients of education but active participants in it. Today's students grow up in a digital environment and often engage with AI technologies long before educational institutions formally address them. Listening to their experiences can help policymakers understand how AI is already transforming learning habits and where guidance is most urgently required.

Higher education institutions also have an essential role to play. Universities contribute not only through research but also by preparing the next generation of teachers, professionals and researchers. Their expertise should inform national policy while remaining closely connected to classroom practice.

The same collaborative approach should extend beyond compulsory education itself. Industry partners can identify future workforce needs, while civil society organisations can contribute valuable perspectives on ethics, inclusion and digital rights. AI affects society broadly; its governance within education should reflect that diversity of perspectives.

At the same time, we must acknowledge legitimate concerns. AI systems are not inherently neutral. They may reproduce existing biases, generate inaccurate information or compromise privacy if implemented without appropriate safeguards. Educational institutions must therefore establish clear ethical frameworks, transparent governance and robust data protection standards. Digital literacy should include AI literacy, ensuring that students understand both the capabilities and the limitations of these technologies.

Accessibility must remain another central priority. AI should reduce educational inequalities rather than deepen them. Every student, irrespective of socioeconomic background or learning ability, should have equitable opportunities to benefit from technological innovation. Investment in digital infrastructure, teacher training and inclusive design is therefore not optional; it is fundamental to ensuring fairness.

For Malta, embracing AI in education is not merely about technological modernisation. It is about strengthening our national competitiveness while preserving our educational values. Countries that successfully integrate AI into their education systems are likely to be better positioned to develop innovative economies, attract investment and prepare resilient workforces capable of adapting to rapid technological change.

Yet our greatest competitive advantage will never lie solely in technology itself. It will lie in our people. AI may process information at extraordinary speed, but human beings remain uniquely capable of empathy, judgement, imagination and moral responsibility. Our education system must cultivate precisely these qualities.

The path forward is therefore neither resistance nor blind enthusiasm. It is responsible innovation grounded in evidence, guided by ethics and shaped through dialogue. We should approach AI not with fear, but with confidence; not with division, but with collaboration.

Education has always evolved alongside society. Artificial Intelligence simply presents the latest opportunity to rethink how we teach, how we learn and how we prepare future generations. If we embrace that opportunity together, across government, education, research, families and wider society, we can ensure that AI strengthens rather than diminishes the human purpose of education.

The future of education will undoubtedly include artificial intelligence. Our responsibility is to ensure that it also continues to reflect our shared commitment to excellence, inclusion and humanity.
