Sant Antnin Waste Treatment Plant Tender Documents

Seven bidders applied for the tender for the Sant Antnin Waste Treatment Plant Tender documents that were opened last week.

The tender was divided into four lots: Civil Works (Lot 1), Mechanical Treatment Plant (Lot 2), Anaerobic Digestion Plant (Lot 3), and Material Recycling Facility (Lot 4).

Bidders could present an offer for all four lots or for an individual one.

The adjudication process will be based on the Most Economically Advantageous Tender (MEAT) with 40 per cent awarded to the price and 60 per cent for technical experience.

The original closing date of the tender was 20 December 2005, but it was extended to 17 January. The final closing date was 31 January 2006.

The seven bidders were as follows:

All bidders except bidder 5 who had no bid bond were asked to attend a clarification meeting on an individual basis with the adjudication team from WasteServ and a foreign consultant in November.

The bidders are now waiting to be notified by the Director General from the Department of Contracts about the percentage allotted to them on technical experience. The contract will be awarded to the bidder who achieves the highest marks in price percentage and technical experience.

The most important process of the Sant Antnin Solid Waste Plant Project is the Mechanical Biological Treatment Plant (Lot 3) and is the most expensive of the four lots.

The budget assigned to Lot Three is Lm5.5 million and any offers exceeding the budget might not be taken into consideration.

Part of budget is EU funded as published in the Prior Information Notice by the EU in the Tenders Electronic Daily (TED).

Independent UK consultants prepared a document in 2005 titled “Technology & Business Review MBT (Mechanical Biological Treatment) Guide for Decision Makers, Process, Policies and Markets Process Review”.

Four bidders for the Sant Antnin Plant are among the companies mentioned in the report.

Three of the leading bidders for San Antnin are also included for High Capacity Operating and are fully qualified with two or more commercial facilities that have both operated for more than one year.

The other bidder is a new market entrant, meaning the company has received at least one commercial order but has not yet completed commissioning their first plant.

Sant Antnin solid waste plant is estimated to run 1 MWe generator from biogas production. According to the report, only one of the bidders is specialised uniquely in Anaerobic Digestion on both wet and dry basis.

For MBT Suppliers with operating sites using anaerobic digestion the report shows a leading bidder with four sites and two other bidders with three and one site respectively.

Out of the six process suppliers only two companies – one of which is a bidder – are configured for an intermediate Anaerobic Digestion Stage.

In the MBT report, four bidders for the Sant Antnin Plant were investigated in detail.

In the summary of the MBT report, the bidder with the most competitive price has outstanding remarks as a major supplier of MBT processes with a long-standing track-record dating back to the mid 70s with more than 25 MBT’s in nine different countries and another eight new projects.

This company managed and implemented full turnkey projects, providing the full extent of supply and have extensive technical and engineering resources in Austria to design and manufacture all of the relevant MBT process equipment.
