Call For proposals for projects to develop human resources

The Planning and Priorities Co-ordination Division (PPCD) within the Office of the Prime Minister has launched the third call for project proposals under the European Social Fund (ESF) within Malta Structural Funds Programme 2004-2006.

The objective of this fund is to support measures to prevent and combat unemployment and to develop human resources and social integration into the labour market in order to promote a high level of employment, equality between men and women, sustainable development, and economic and social cohesion.

Malta has drawn up the Single Programming Document (SPD) for the period 2004-2006. The SPD identifies a strategic plan for which the EU Structural Funds are being used. The document is accompanied by a Programme Complement (PC) which gives more detail of the how the priorities and measures will be implemented.

The call for proposals is restricted to Measures 2.1 and 2.2 under Priority 2, Developing People, of the SPD. The funds available for this call under these Measures amount to approximately:

Measure 2.1 – Employability and Adaptability: € 500,000

Measure 2.2 – Gender Equality: € 100,000

All proposals must be in line with one or more of the eligible actions under Measures 2.1 and 2.2 established in the PC. A general test of eligibility is included under section 1.1 of the guidance notes of the application form.

Eligible final beneficiaries for these Measures are listed in the PC and section 1.1.3 of the guidance notes gives guidance with respect to the potential applicants under this call.

The co-financing rate of European Social Fund under the 2004-2006 Programme is established at 75%.
