Please refer to the correspondence below from Dominic Vella (MUDR).
Work on Triq Katerina Vitale commenced at the end of November last, but were completely abandoned soon afterwards.
The street was left in shambles until 6 January when I e-mailed your Ministry, reporting that apart from all the inconvenience, the mess posed a grave health and safety hazard. This communication was followed by a frenzy of activity by Water Works personnel, who worked even on a Sunday up to 11pm.
Then suddenly nothing else. Every now and then we got a glimpse of the contractor, “Tal-General”, but there was no discernible progress whatsoever.
Exasperation led me to ring your Ministry again on 11 February.
I was immediately contacted by both Mr Vella and Daniela Borg Mizzi from ADT. Ten days on, and we have gotten nowhere. Please refer to the chronological sequence of ‘daily status’ reports below.
We have an open trench that stops half way along the length of the street, as well as a hole right in the middle of the street, from which residents have recently observed rats, yes rats, emerging for a stroll.
The EU residents of Triq Katerina Vitale deserve better.

Dear Ms. Dillon,
With reference to your road I have contacted contractor who has been assigned Enemalta work and asked him why the delay in works. He informed me that tomorrow service providers would be on site to mark out any services that are in the road. He stated that as soon as all services are marked he would commence work. I insisted that he gives me a time frame and he informed me that end of this week beginning of next week he would be working on these Enemalta cables. As I promised before I am keeping pressure on ADT and contractor so that the work on both cables and road are completed ASAP.

Just for your info. Tal-General Company just arrived now, 3.25pm and has commenced digging/works around the corner, ie Katerina Vitale corner with Piscopo Macedonia.

Monday 18th – nothing done (quite cold today)
Tuesday 19th – no work done, no sign of ‘Tal-General’
Wednesday 20th – trench for Enemalta started; hooray! Residents’ hopes are high.
Thursday – trench extended not more than 5 metres. ‘Tal-General’ abandon the workplace midday
Mr Mugliett, is this good enough in your opinion?
Don’t you think this contractor is taking Enemalta and the whole lot of us for a ride?

Dear Ms Dillon,
I appreciate your concern but being sarcastic does not help in the least! Sometimes I wonder if you really appreciate our efforts to push this contractor. I again have to remind you that I never saw any mail from any resident sent to developer who caused us such a delay. Maybe the developers delay was excusable by the residents but when it comes to Government only complaints are directed towards us.

It’s now 08.07 am and nobody has turned up to work on the street.
I can confirm that other residents have e-mailed Mr. Mugliett regarding this issue in the last three days.
