Budget 2015: Transport Malta announces vehicle registration and licensing measures

As announced in the Budget speech, Transport Malta is implementing the measures and initiatives mentioned as follows:

MEASURE 1:

Reduction of approximately 50% of the Registration Tax payable for Quad Bikes and ATV's as from the 18th November 2014

 

The current registration tax formula (cubic capacity (cc) x Registration Value (RV) x 0.18%) payable to register Quad Bikes and All-Terrain Vehicles (ATV's) shall be reduced as follows.

MEASURE 2:

Conversion of vehicles to Autogas

 

The scheme currently available to convert M1 (passenger vehicles) to Autogas will be extended in 2015, offering a one time grant of €200 and including the reduction of the CO2 emission levels by 10%. Together with M1 passenger cars, N1 vehicles (goods carrying vehicles up to 3,500kg) shall also be included.

 

MEASURE 3:

Removal of Registration Tax for Motorcycles with a cubic capacity less than 250 and classified as Vintage

 

Motorcycles with a cubic capacity less than 250cc and approved vintage by the vintage classification committee will be exempt from the payment of registration tax. Furthermore the below changes related to vintage vehicles will come into effect:

 

a)         Amend the definition of vintage vehicle and vehicle classification committee;

b)        Introduce the right to appeal for any decision taken by the vintage classification committee

        and;

c)         Introduce offences to defaulters.

 

 

 

MEASURE 4:

Staggered Increase to the Annual Circulation Licence Fees for M1 Vehicles that expire as of January 2015 onwards

 

  1. The Annual Circulation Licence Fee for Category M1 vehicles (passenger carrying vehicles with up to eight seats besides the driver's seat) registered on or after the 1st January 2009 and having CO2 emissions of more than 100g/km will have a staggered increase ranging between €5 to €15 annually as of the 1st January 2015. The annual circulation licence fee for vehicles which were registered on or after 1st January 2009 and with a CO 2 of 100g/km or less will not increase. The Increases will be as follows:

 

Cars registered as from 1st January 2009

0-100g/km:                         Eur 0

101-130g/km:                    Eur 5

131-140g/km:                    Eur 10

141-150g/km:                    Eur 10

151-180g/km:                    Eur 15

181-220g/km:                    Eur 15

221-250g/km:                    Eur 15

251+g/km:                          Eur 15

 

  1. The Annual Circulation Licence Fee for Category M1 vehicles (passenger carrying vehicles with up to eight seats besides the driver's seat) registered before the 1st January 2009, will  have a staggered increase ranging between €5 and €15 annually as of the 1st January 2015.

 

Cars registered before 1st January 2009

 

0-1300cc:                             Eur 5

1301-1449cc:                      Eur 10

1450-1500cc:                      Eur 10

1501-1800cc:                      Eur 15

1801-2000cc:                      Eur 15

2001+cc:                              Eur 15

 

All changes apply to petrol/diesel vehicles.

 

MEASURE 5:

VAT paid on Registration Tax for vehicles registered between 1st May and 31st December 2004

 

Government will refund the full amount of VAT paid on registration tax, less the amount of grant paid this year to vehicle owners who were eligible for the grant and had a vehicle registered between the 1st May and 31st December 2004. Payment will be issued in 2015 in full and final settlement. The same process is to be adopted for the following years until all payments up to end 2008 are settled. 

 

A letter will be sent to all applicants who were eligible for the grant. Applicants who did not apply may submit an appeal. Further details of this measure will be announced shortly.

 

 

MEASURE 6:

Renewal of Scrappage scheme

 

A scheme will come into effect whereby a one-time grant will be given to every person who scraps an M1 (passenger vehicle) with an age of 10 years or more and registers a New M1 (passenger vehicle) with a CO2 of not more than 130g/km and having a length of not more than 4,460mm. The grant will be on a first come first served basis and will be higher for those vehicles which pollute the least, as follows:

 

a)      €900 will be given to persons registering an M1 vehicle with CO2 emission levels not exceeding 100g/km;

 

b)      €700 will be given to persons registering an M1 vehicle with CO2 emission levels between 101g/km and 130g/km;

 

Vehicles registered under this scheme must be used for private use only, and the the vehicles being deregistered/scrapped must be scrapped at an authorised destruction facility. The scheme will be applicable for vehicles registered as of the 1st December 2014, and more details will be announced in the coming days.
