In his letter to the Prime Minister, Dr Mallia said that he was not well enough to attend parliament, but also reaffirmed his loyalty to the government.

The Prime Minister tabled the letter which states that Dr Mallia insisted that he did not see the government statement about the warning shots fired in Gzira by PC Paul Sheehan before it was published on 19 November.

Dr Mallia also maintained that he was not part of any cover up. In his letter, he said that he and his wife were having dinner at the Police General Headquarters when he first heard of the shooting. "Our four year old daughter was with him so we were in shock. We feared for her wellbeing," he wrote.

Dr Mallia said he neither saw the press release, nor had it dictated to him and this could be corroborated by at least two people who chose to not testify or were not called to testify before the inquiry board.

He also pointed fingers at the government for interference in government press releases. "This was not the first time that someone else dictated facts in press releases which were out of my control, as can be verified by my former communications co-ordinator," wrote Dr Mallia. 

Dr Mallia also said that he did not choose Paul Sheehan to be his driver. He also denied that Sheehan was part of his campaign team before the last election. Dr Mallia justified his decision to not resign, because the board had not found him to be part of a cover up.
