PN tells Muscat that John Dalli was Health Minister when Skanska waiver was signed; Dalli replies

The PN said that the best person to give Prime Minister Joseph Muscat advice on the inferior concrete case at Mater Dei is "his consultant" John Dalli.

Answering claims made by the government that the PN government in 2009 signed a waiver with Skanska, absolving it of any responsibility if works were not up to scratch, the PN reminded the government that John Dalli was Health Minister at the time. 

In reply, Mr Dalli said that the contract was negotiated between Skanska and Foundation for Medical Services. The negotiators were Brian St John and Paul Camilleri.

The contract was approved by the Cabiner. He said he still had to see the contract to verify whether structural defects contemplated in Maltese law are in fact included in the exemptions both parties afforded each other.

He said he was consultant to the Labour government on national matters for a new months without any salary. He said he compiled a report which he does not know whether it is being implemented because he broke all contact with the administration,
