Former Chief Electoral Commissioner appointed IIP regulator as Godwin Grima retires

The government announced today that it had appointed Carmel De Gabriele as the new regulator of the Citizenship by Investment programme. He will be replacing Godwin Grima, the former head of the civil service, who has reached retirement age.

Mr De Gabriele’s role will be to correctly implement and monitor the Individual Investor Programme.

He served as the head of the Electoral Commission under previous administrations. According to a government statement he has vast experience in the civil service, including as Director General for Family and Social Affairs and Permanent Secretary within the Social Policy ministry.

Mr De Gabriela also served on the EU Electoral Affairs governance board and was a member of the Council of Europe’s Social Affairs Committee. He also represented Malta at the International Labour Organistaion.

He will serve in his new role for a two-year term.
