Magistrate Saviour Demicoli passes away, aged 60

Magistrate Saviour Demicoli has passed away, aged 60.

Justice Minister Owen Bonnici described him as an extraordinary, kind, honest and just person.

Dr Demicoli was born in Pieta` in February of 1956. He received his primary education at the Hamrun Primary School and his secondary education at the St Joseph Secondary School, Paola and at the Junior College of the University of Malta.

In December 1982 he obtained his Diploma of Notary Public from the University of Malta and in April 1984 he graduated as Doctor of Laws from the same University with a dissertation on “The Notion of Excusability in Homicide”.

In November 2002 he obtained the degree of Master of Philosophy from the University of Malta with a dissertation on “Trans-National Police Cooperation in Combating Trans-Border crime in Europe with particular reference to major European Union related Policies and Initiatives”.

Dr Demicoli was called to the Bar in 1984 and after a brief period of private practice he was appointed as a Judicial Assistant with the Superior Courts. In this capacity he served in the First Hall of the Civil Court (Civil, Constitutional and Family jurisdictions), the Commercial Court and with the Office of the Chief Justice.

On 30 December 1994 he was appointed Magistrate for Malta and Gozo. Magistrate Saviour Demicoli has published several articles on criminal law and criminology. He has lectured in criminology at the Malta Police Academy, and at the University of Malta on E.U. Justice and

Home Affairs in Criminal Matters. He has served as external examiner and external tutor in the Faculty of Laws of the University of Malta in criminal law and European law.

He was married to Nadine (Bernardette) Borg Bonaci and had two children.

The Nationalist Party paid tribute to the late Magistrate who, it said, had always carried out his duties correctly and with a sense of loyalty towards the oath he had taken. The PN described Dr Demicoli as a person of integrity and honesty who had carried out his duties even during difficult times.
