KNPD asks police to confiscate Luciano Busuttil's wife’s Blue Badge and to investigate, MP replies

The National Commission for People with Disabilities (KNPD) has asked the police to confiscate the Blue Badge belonging to the wife of Labour MP Luciano Busuttil and to investigate the matter.

The action comes in the wake of an inquiry the KNPD undertook after allegations were raised by journalist Daphne Caruana Galizia, as well as reports by several other individuals that the Blue Badge was being misused.

The KNPD's two-day inquiry into the matter had found that the MP's wife had no business being in the possession of the Blue Badge, which allows people to park in spots reserved for people with a disability.

In comments to Net News, Mr Scicluna was quoted as saying, "As always, we took action on this case and we have also asked the police to investigate."

In a statement, the Nationalist Party said that the confirmation that Labour MP Luciano Busuttil is in possession of a Blue Badge (which is placed on ones car and is intended to allow persons with disabilities to park in specially marked spots) is confirmation of the PL's abuse of persons with disabilities.

The statement, signed by PN MP Robert Cutajar who is the opposition speaker for persons with disabilities and vulnerable people, called this in insult not just to persons with disabilities but to all drivers.

Dr Busuttil's wife was found to be in possession of a blue badge, claiming that he used it due to physical limitations his wife has endured following a car accident.  She had been in possession of a Blue Badge and has been criticised for the less than obvious perception that she is suffering from some form of handicap.

Mr Cutajar said that this is unacceptable, more so coming from a politician who is supposed to be leading by example. He called it an "abuse of power".

The PN praised the National Commission for Persons With Disabilities for launching an inquiry and remarked that in normal countries, Dr Busuttil would have tendered his resignation. 

"In a normal country, Busuttil would have already offered his resignation to the Prime Minister. Obviously, seeing as Konrad Mizzi and Keith Schembri didn't resign after they were implicated in the Panama Papers, Luciano Busuttil certainly won't resign," the statement added.

Dr Busuttil's wife, Dorothy Busuttil Fitzpatrick, earlier this week had insisted on Facebook that that  she was entitled to a Blue Badge.

Busuttil replies

In a statement, Dr Busuttil explained that he has never had a Blue Badge and that he has never made use of that in his wife’s possession.

He explained, “The Blue Badge was given to my wife four years after she had a car accident that left her disabled.

“The Blue Badge was valid for two years. After those two years passed, my wife’s case was reviewed by the National Commission for Persons with Disabilities and she was even was even interviewed by a doctor from the KNPD.  The Blue Badge was subsequently renewed.

“The Blue Badge is currently valid but my wife will be seeking a reassessment of the case.  I will be available to cooperate with the authorities on any investigation that may be held.”
