OPM chief of staff Keith Schembri challenged blogger Daphne Caruana Galizia to provide proof on allegations she is making.
In a statement issued via the Department of Information, Mr Schembri said that both Mrs Caruana Galizia and PM leader Simon Busuttil have said lies about him.
"Tillgate Inc, the company which was revealed by the Panama Papers to have been opened in Panama by Mr Schembri, never had a bank account, not in Dubai and not anywhere else," the statement read.
“With absolute responsibility and serenity I invite Caruana Galizia and any other person to present all their proof without delay,” Mr Schembri said.
