Prime Minister Joseph Muscat said that Malta should be careful before agreeing to enter PESCO (the permanent structure cooperation) as it could conflict with the Maltese constitution.

While speaking at the European Council in Brussels, Muscat said that there is no particular issue with PESCO except for the fact that governments still don't know how this will work exactly.

On migration, the Prime Minister said that Malta is more interested in the results and reiterated that the government has kept its promises on this issue. "We took the promised number of migrants from Italy and Greece. Other countries did not keep their word."

Muscat said that Donald Tusk has managed to move the waters and stir controversy to create discussion on this very important issue.

On Brexit, the Prime Minister said that he is confident the Council will give the green light for the negotiations between the EU and the UK. "It is obvious that the EU and the UK need each other," he concluded.
