According to Prime Minister Joseph Muscat 25% candidates running up for Local Council elections should be youths. Addressing the START Campaign Launch of Forum Zghazagh Laburisti Prime Minister Joseph Muscat said that such a campaign is extremely important for youths to take the opportunity to be the one of the protagonists to change and improve their locality.

He said that at the conference he could see the new faces which will lead the country and move it towards a better future and that START Campaign is the beginning of that process. Muscat praised the enthusiasm of the youths, and said that the age to join Forum Żgħażagħ Laburisti and the Labour Party should be at 14 years old. He said that whilst the idea might be somewhat controversial, he said that this would help youths to have more interest in current affairs and to participate.

"I believe one of the main problems of patriotism in youths in Malta is not because youths are not interested in politics, but the opposite, that they are keen and interested and we do not allow them to participate in today's political debates."

He also praised l-Forum Żgħażagħ Laburista who work towards participation of youths and will be the protagonists who will change this country.
