The electoral map has seen some major changes since before the 2019 local council elections as the Labour Party made gains in a number of localities.

Prime Minister Joseph Muscat has called the victory historic. The Nationalist Party failed to win back any of the battlegrounds lost in past elections, like Birkirkara and Mellieha, 

The PN also lost a number of battlegrounds they used to hold including St Paul's Bay, San Gwann, Siggiewi and Mosta. For the first time ever, the PN lost control of Valletta, Malta's capital city. Two localities (Zebbug (Gozo) and Gharb) are split councils and it is not yet clear who will lead them.

The PN did however manage to keep their strongholds like Sliema and St Julian's and managed to take control of Munxar.

In terms of local councillors, the PL has 268, while the PN has 192. There are also 4 independent councillors.

In terms of first count votes, 150,514 people gave theirs to the PL while 103,398 gave theirs to the PN. This is a 47,160 vote majority over the PN, greater than the PL achieved in the EP election. In addition, there were some 160,000 voters who did not cast their vote. Other parties, collectively, received 5,762 first count votes.

In terms of localities, the PL now have a majority in 47 councils, and the PN have a majority in 19. Two localities remain split.
