This programme aims to promote foreign trade to, from and within central and eastern Europe and the CIS. Through the TFP, the EBRD provides guarantees to international confirming banks, taking the political and commercial payment risk of international trade transactions undertaken by banks in the countries of operations.

Likewise, the programme can help importers and exporters secure payment or performance from clients or suppliers. The EBRD guarantees payment under trade finance instruments issued or guaranteed by local issuing banks to international confirming banks.
