Amabile Borg, 50, and Victor Pace, 40, both from Birkirkara, were charged with making money from usury earlier this year.
Mr Borg also had the additional charge of illegally keeping ammunition in his house.
Magistrate Abigail Lofaro presided over the court while inspector Angelo Gafa prosecuted.
