The caller said he owns his own personal car and wants to sell it. “I wanted to put a small piece of paper in the window saying the car was for sale and my mobile number, that’s all,” he said.

The man said he called the police traffic section, where they told him that he was perfectly entitled to do so. “I then called the wardens and the woman on the other end of the phone told me that it was against the law and that I was risking a Lm50 fine,” he said.

He then called the police again and spoke to a traffic section sergeant who against confirmed that he was perfectly within his rights to do so. “So I called the wardens again and the same woman told me, again, that it is illegal to do such a thing. I told her to explain why the police told me it was perfectly legal and she couldn’t, so she said she would speak to someone else and call me back,” he said.

The woman did, in fact, call him back and confirmed that, according to the wardens, this was illegal.

“I don’t mind if it is illegal – I will stick to the rules. But I would at least like to know whether it is legal or not,” he said.
