Hubert Humphrey Fellowship

The US Embassy in Malta is inviting applications from suitably qualified Maltese citizens to apply for the 2007-2008 Hubert H. Humphrey Fellowship.

The Humphrey Fellowship, a competitive, fully-funded, non-degree programme, offers both professional and academic training in the specific fields listed below.

To date, 14 Maltese citizens have successfully participated in the programme.

This 10-month fellowship in the United States is designed for policy makers, planners, administrators and managers who have a public service orientation, are committed to Malta’s national development and have demonstrated leadership potential. Candidates can be selected from either the public or private sector, including non-governmental organisations.

Applications are open to citizens of Malta holding at least a university bachelor’s degree and who have a minimum of five years post-graduate experience in their respective professional field. Applicants are required to have been in their current local employment, not including the study phase, for the past five years and must not have been away from Malta for more than six months during this period.

The fellowships offered are in the following fields: natural resources and environmental management; public policy analysis and public administration; economic development; agricultural development/agricultural economics; finance and banking; human resource management; urban and regional planning; public health policy and management; technology policy and management; educational planning, administration and

curriculum development; communications/journalism; drug abuse education, treatment and prevention; HIV/AIDS policy and prevention; nonproliferation; teaching of English as a foreign language; trafficking of persons and law and human rights.

Individuals who do not meet the criteria outlined above, who have already studied and/or worked in the US, or who are pursuing other opportunities with conflicting time frames, will not be considered eligible. Any successful candidate should expect to leave for the US as early as July 2007.

Preliminary application forms are available upon request at usembmalta @state.gov or by calling 2561-4147. Hard copies of complete applications must be submitted in printed format to the US Embassy’s Public Affairs Section by 11 August.

Applicants qualifying for the second stage of the application process will be required to sit for an interview and present written proof of paid leave of absence from the employer. They will also be required to take the TOEFL (Test of English as a Foreign Language) test, which will be held at the University of Malta in October 2006.

It is very important that prospective applicants contact the registrar’s office at the University of Malta by the end of August, to ensure that they register in good time for the next examination. Any applicant who does not sit for the TOEFL examination will not be eligible for participation in the programme.
