Legislation For equal opportunities for the disabled: KNPD reports varied results

The national commission for the disabled (KNPD) has been carrying out an enforcement of the legislation for equal opportunities for disabled persons, with so far mixed results, the commission has said in a statement.

The commission said that it had received a complaint against the Computer Society of Malta (CSM), due to the fact that the exam leading to the European Computer Driving Licence (ECDL)

certificate was not accessible to everyone, particularly to those people with intellectual deficiencies.

Following an intervention by the commission and the Foundation for Information Technology Accessibility (FITA), the CSM agreed to carry out necessary modifications. A Maltese version of the exam paper has been compiled, while at the same time it ensuring that, apart from technical jargon, the language used can be easily understood.

The commission noted with satisfaction that a number of people with intellectual disabilities have successfully completed this exam.

KNPD also received a complaint concerning the fact that many statements, including bills, from large organisations, were not accessible to several disabled people due to the fact that they could not be received in a larger font.

The commission forwarded this complaint to various large entities and an agreement has been reached for Bank of Valletta, HSBC Malta and the Water Services Corporation to start offering this service.

KNPD has recently taken legal action against a hotel and a restaurant for failing to comply with regulations concerning disabled people.

The commission pointed out that filing a case in court is always the last resort and that it preferred to solve such problems through discussion and persuasion.
