In his second legislature the David Casa has been entrusted with all dossiers related to VAT and has been praised by his colleagues for the meticulous and professional way in which these Reports were drafted and for the strong support Mr Casa was capable of garnering in the EP.

Mr Casa has in the past repeatedly called for the Commission to launch a green paper that should look into the deficiencies of the EU VAT regime. Now that this has been done the Maltese MEP has been entrusted with the dossier that is to look into the complete overhaul of the VAT system.

“The VAT system currently in place is not well suited to the Internal Market. It reduces the efficiency of business and inhibits the effectiveness of their cross-border operations. Very worryingly, it leaves the system vulnerable to complex forms of VAT Fraud such as Carousel Fraud that have serious adverse consequences on revenue collected by Member State treasuries”, stated Mr Casa.

The Green Paper sets out questions that allow for a wide, open debate and contemplates a complete overhaul of the fundamental principles of the current VAT system.

“VAT was introduced more than 40 years ago. The efforts that have been made to adapt the VAT system to changing times have proved unsuccessful. The aim of the Green Paper is that of establishing a VAT system that is well suited to this day and age. It should be simple, efficient and capable of resisting VAT Fraud”, stated Mr Casa.
