White Paper for human rights and equality commission launched to coincide with Human Rights Day

Civil Liberties Minister Helena Dalli today launched a White Paper for a human rights and equality commission to coincide with International Human Rights Day, being celebrated today.

This day brings to attention the Universal Declaration of Human Rights as the common standard of achievement for everyone.

Dr Dalli said that it is the government's priority to enhance human and equal rights and this not simply through words but action, outlining a number of measures this government took in this regard.

The white paper was launched after a number of contributions from various individuals were taken into account. An open consultation will be held until February so that a bill is then drafted.

The commission will be autonomous and will fall under the auspices of parliament. Therefore, even if there is a change in government, the commission will still adopt the same principles all the same.

It must carry its work according to the 'Principles relating to the status of national institutions', also known as the Paris Principles. The commission will protect and promote human rights in Malta and would be open to complaints made by individuals who feel they were treated unequally. The commission will have the powers to take certain decisions based on the Paris principles unless the complainant will want to go a step further and seek court action.

Besides, an Equality Act, when approved, will aim to meet the highest anti-discrimination and equality standards as well.
