Minister for Transport and Infrastructure, Joe Mizzi attended the Transport Council meeting in Luxembourg where EU Ministers discussed NOx emissions from diesel cars, transport safety and air transport agreements.
Prior to the Council meeting, Minister Mizzi met the European Commissioner for Mobility and Transport, Violeta Bulc, where the two discussed preparations in the light of Malta’s upcoming Presidency of the Council of the EU in 2017. During the bilateral meeting, the European Investment policy and the importance of continued EU financing for rail projects were discussed.
Amongst the issues discussed, Minister Mizzi referred to Malta's readiness to engage in active discussions with all member states on maritime issues and transport. The geographical position of Malta provides a good opportunity for the Maltese Presidency to develop and conclude important Maritime polices and strategies.
The concept of smart mobility and how to reduce congestion and fostering faster, greener, and cheaper transportation options will also feature on the agenda during Malta's Presidency.
Another theme was the integration of satellite facilities such as Copernicus which can support public authorities in implementing certain measures related to transport and help reduce negative impacts such as air pollution, noise and soil sealing levels.
Today’s Council adopted mandates which will enable the Commission to launch negotiations on comprehensive air transport agreements with four key partners: the Association of Southeast Asian Nations (ASEAN), the United Arab Emirates, Qatar and Turkey. Once concluded, these agreements will replace the bilateral aviation agreements that member states currently have with these countries.
Minister Mizzi stated that Malta welcomes the development of a strategic process of engagement with non-EU ICAO States. Moreover, Malta supports the intensification of bilateral contacts with strategic partners and of outreach activities. Support and capacity building is an appropriate way to address the special circumstances and respective capabilities of developing States.
The Council also agreed on a general approach on new rules concerning the recognition of professional qualifications in inland navigation. The draft directive sets up a uniform system of certification across the EU for the entire crew, from apprentices to boat masters. It will create better career prospects and promote job mobility across borders.
Ministers held a policy debate on nitrogen oxide (NOx) emissions from diesel cars. Ministers considered that efforts should be made to clarify the application of existing legislation on defeat devices in order to reduce NOx emissions from vehicles.
