Four MPs who were appointed ministers in Robert Abela’s latest Cabinet reshuffle were sworn in on Monday afternoon.

Clyde Caruana was sworn in as Minister for Finance and Employment. The former OPM chief of staff has replaced Edward Scicluna, who will be taking up the post of governor of the Central Bank of Malta.

Former MEP Miriam Dalli was sworn in as Minister for Energy, Enterprise and Sustainable Development. She took over the energy portfolio from Michael Farrugia, who has become minister for the elderly. That portfolio previously belonged to Silvio Parnis, who has been relegated to the backbench.

Clayton Bartolo, formerly, Parliamentary Secretary for Financial Services, has now been promoted to Minister for Tourism, taking over from Julia Farrugia Portelli. The latter has been appointed Minister for Inclusion and Quality of Life.

Justyne Caruana has returned to Cabinet as Minister for Education. She was forced to resign after it had been reported that her husband Silvio Valletta had travelled abroad with Yorgen Fenech, the man accused of masterminding the murder of Daphne Caruana Galizia. Valletta had been assistant police commissioner at the time.

Caruana took over the education portfolio from Owen Bonnici, who is now Minister for Research, Innovation and the Coordination of the post-COVID-19 Strategy.
