Government publishes Vince Muscat pardon document

The government has published the pardon that was granted to Vince Muscat, who admitted on Tuesday his involvement in the murder of Daphne Caruana Galizia.

Muscat was jailed 15 years but received immunity over the 2015 murder of a lawyer in Birkirkara.

The pardon, signed by President George Vella, states that Muscat has to give the “full story, from start to finish, on how the the murder was commissioned, planned and executed.”

He also had to provide the individual and precise identity of the mastermind/s, and those who executed the crime. Muscat also had to declare the amount of money he received from the mastermind and or executors, and how much he kept for himself. He also had to say how he knew the people involved.

He also had to provide information about the weapons and vehicles used during the crime, the route taken to leave the scene and any other information related to the case, including the role of any person involved

The pardon only applies to the 2015 murder of lawyer Carmel Chircop.

The document states that the pardon was given in return for Muscat saying the full truth during police interrrogation, in cout and in any other inquiries. The pardon will be revoked if Muscat refuses to testify at any stage or if he is found to have lied. He also has to return all moneys received in relation to this crime and also has to pay court fees.
