In the second hearing of the Interpretation Act, opposition members of parliament Adrian Delia and Joseph Ellis expressed harsh criticism of the proposed changes with Delia threatening to challenge the changes constitutionally, in court, if it passes.

The controversial Bill has earned rebuke from the Chamber of Advocates as well as the Opposition for being undemocratic as it will allow administrative fines to be decided without due process.

Ellis was first to speak where he said that the proposed changes are morally wrong. He pointed out the allegations that Malta Gaming Authority chief Heathcliff Farrugia colluded with Yorgen Fenech.

"How can one have faith in the institutions when they work in such a way where they have no respect for the law" Ellis asked.

Delia was next to speak and he immediately warned the government that he will be the first to challenge these changes in constitutional court for being unconstitutional.

In order for this Act to pass, it has to obtain a two thirds majority in parliament and it has already failed to obtain this majority before, he said.

Delia read out the act which states that regulatory entities will be allowed to give out criminal punishment and stated that "these entities will make you a criminal even though you were not given a fair hearing in court".

Government whip Glen Bedingfield countered Delia and Ellis in questioning their motives and stated that the proposed changes aim to combat money laundering and corruption more efficiently.
