The government said that an investigation into two separate cases of use of excessive force at the St Vincent de Paul Home for the Elderly has been launched.
In a statement, the government said that the matter was also being investigated by the police.
The decision came after footage of this behaviour emerged on the social media.
Four carers have been suspended pending the conclusion of the investigation, and the case has als been brought before the Commissioner for the Elderly, Godfrey Laferla.
Elderly Minister Jo Etienne Abela praised the work of most of the staff working with elderly people, but condemned violent behaviour.
