Commissioner for Standards in Public Life Joseph Azzopardi was asked to investigate an anonymous letter which alleged that Michelle Muscat, wife of disgraced Prime Minister Joseph Muscat, is benefitting from the use of two drivers.
Independent candidate Arnold Cassola received this anonymous letter and asked Azzopardi to investigate it.
Cassola pointed out that when responding to a parliamentary question put forward by PN MP Claudette Buttigieg in March about whether Michelle Muscat was benefitting from a second car from the Prime Minister's severance package, Prime Minister Robert Abela "confirmed that the car is being used by Michelle Muscat but which does not benefit from a driver."
However, the letter alleges: "Soon after Joseph Muscat resigned from Prime Minister, the 2 drivers were seconded with the Marigold foundation headed by Mrs Michelle Muscat and until to this day April 2023, they are still her drivers. They work on a day in day out shift basis."
Therefore, Cassola is asking for Abela to be investigated for allegedly lying in a parliamentary question, and for both Joseph Muscat and Michelle Muscat to be investigated for breaching ethics, considering that they qualify as PEP since they have diplomatic passports.
The letter also included the names and ID card numbers of the drivers, however, Cassola blurred these out for the public.
Cassola said that according to the letter, these two drivers were assigned to Michelle Muscat after the 2013 general election by a director of a government department, who today is the director general of the same department. The name was given in the letter but Cassola censored it.
Cassola added that according to the letter, a government division officer (name and ID provided) signs the salary, overtime and allowances of these drivers.
"Of course, one must proceed with caution as this is an anonymous letter. However, the details given about the people involved are so accurate, that this letter deserves investigation," Cassola said.
