Malta's waste-to-energy project is "once again being stalled after Kanadevia Inova - formerly known as Hitachi-Zosen Inova AG - Terna S.A. - appealed the outcome of the second procurement process," WasteServ said in a statement.
Earlier this year, the Appeals Court ruled that a tender for the construction of an incinerator in Magħtab had to be adjudicated again because members of the adjudicating panel within the Contracts Department had a conflict of interest. The court ordered a new evaluation process take place.
"This process, which on January 20, 2025 reconfirmed the bid of Paprec Energies International - BBL Malta, had a 10-day 'standstill' period, where appeals could be filed. Kanadevia Inova today filed an appeal and the case will go before the Public Contracts Review Board," WasteServ said on Thursday.
"This waste-to-energy facility is essential for Malta to move away from the outdated way of managing waste through landfills, that are costly to operate and harmful to the environment and human health."
