The government has said that it has implemented two-thirds of the electoral measures the Labour Party had promised in its Malta Flimkien electoral manifesto back in 2022.
Minister for Lands and the Implementation of the Electoral Programme Stefan Zrinzo Azzopardi detailed the completion rate in a press conference on Monday.
Zrinzo Azzopardi described the results as "excellent evidence of the commitment for the remaining time in the legislature," emphasising the government's ongoing efforts too fulfil its promises. He noted that 60% of the initiatives announced in the past three national Budgets had originated from the electoral manifesto.
The Minister pointed to a range of completed measures across various sectors, including social welfare, employment, education, and the environment. Among these was the introduction of an amended IVF law within the government's first 100 days, aimed at expanding access for more families. Other achievements included the expansion of urgent family leave to 32 hours, and what was described as the best collective agreement ever signed for civil servants, benefiting 33,000 workers.
Measures to address inflation and support incomes were also highlighted. These included the Stability Scheme, the additional COLA mechanism benefitting 100,000 families, and what the government is calling the largest income tax cut in Malta's history-resulting in €140 million returned to workers. The Children's Allowance was increased by €250, fulfilling and surpassing the five-year pledge within just three years.
The government also emphasised achievements in education, including an improved collective agreement for educators and a €10 million investment in renewing the Youth Guarantee. Stipend increases were introduced for students in specific courses at the University of Malta and MCAST, alongside continued support for families with school-age children. First-time homebuyers among young people are now eligible for a €1,000 annual payment for ten years to support property investments.
In the environmental sector, the government pointed to the progress made through Project Green, a flagship initiative from the Malta Flimkien manifesto. More than 16 open space projects were completed in the past year alone, with works on 10 valleys finalised and 19 other projects initiated. Government lands previously earmarked for private sale are being redirected toward public green spaces in areas such as Luqa, San Ġiljan, and Kirkop.
Minister Zrinzo Azzopardi also reiterated the government's commitment to maintaining stable energy prices, stating that €930 million in subsidies had been spent to keep electricity, water, and fuel costs unchanged. He noted significant investment in the energy distribution system and confirmed that Italy has approved the second interconnector project between Malta and Sicily.
Reforms in the construction sector, the Family Court, and national strategies on poverty and children's rights were also cited, as were cultural investments like the inauguration of the MICAS contemporary art space and the acquisition of 12 band club premises for community use.
The press conference was attended by officials including Principal Permanent Secretary Tony Sultana, Cabinet Secretary Ryan Spagnol, and Permanent Secretary Carlos Tabone, along with members of the Coordination and Implementation Directorate.
