Speaker again rules that Education Minister should answer Parliamentary Questions

Speaker of the House of Representatives Anġlu Farrugia has ruled that the Minister for Education, Clifton Grima, should answer a parliamentary questions..

PN MP Ryan Callus requested a ruling on Monday, stating that Minister Grima has repeatedly failed to answer his parliamentary questions within an appropriate timeframe.

In his PQ, Callus asked Minister Grima whether Article 6.4 of Subsidiary Legislation 605.02 on regulations establishing the national minimum conditions for all schools still applies. The PN MP informed the Speaker that his parliamentary question had been put forward on five previous occasions prior to this week, and they all went unanswered by the Minister for Education.

The Speaker of the House had issued a ruling on Monday, 9 June, against Education Minister Clifton Grima on unanswered parliamentary questions filed by PN MP Rebekah Borg on the international school in Mtarfa.

Speaker Farrugia therefore reiterated for Minister Grima to respond to PQs in a timely manner. He also advised that Grima considers even providing a partial response at first, before divulging all necessary details, so as to respect this parliamentary practice.

After referring to this ruling given just nine days prior, the Speaker repeated what he said in the ruling made on 9 June that he, as the Chair, does not have jurisdiction over answers given to parliamentary questions.

Speaker Farrugia stressed the importance that the Parliamentary Chamber holds as a forum of public scrutiny via parliamentary questions and once again drew the Minister for Education's attention to Callus' questions, and urged the minister to answer them.
