Ministry at ‘advanced consultation stage’ to recognise profession of construction project managers

Minister for Justice and Reform of the Construction Sector, Jonathan Attard said that the Ministry is currently in an advanced stage of consultation to create a legal framework that will formally recognise project managers in the construction sector.

Minister Attard reaffirmed his commitment to further development and professionalism in the construction industry during an event organised by the Malta Chamber of Construction Management (MCCM). 

"Your presence here today is a clear confirmation of the progress achieved in recent months. The recent statutory reforms and today's presentation of new members are a strong sign of an organisation that is growing with clear direction and purpose," Minister Attard stated.

The Minister also welcomed the growing collaboration between the MCCM and institutions such as the University of Malta, Infrastructure Malta, BOV, and Daaa Haus. He noted these partnerships as evidence of a shared commitment to structured and professional leadership in a sector that continues to progress toward higher standards in the built environment.

In light of this progress, Minister Attard outlined a number of reforms that align closely with the sector's move towards higher standards, particularly with the introduction of the National Building and Construction Code. 

He referred to the agreement between the Building and Construction Authority (BCA), the Chamber of Architects and Civil Engineers (KTP), and other stakeholders, including the MCCM, which will pave the way for Malta's first National Building and Construction Code.

This code will be structured into 23 parts-17 related to buildings and 6 to construction processes-and will be implemented gradually over three years. These codes will form the foundation of a new, stricter licensing system for professionals and operators in this sector.

Attard addressed the formal recognition of project managers in the construction sector. He confirmed that the Ministry is currently in an advanced stage of consultation to create a legal framework that will formally recognise this profession.

On his part, Andrei Cachia, President of the MCCM, spoke about the Chamber's recent achievements, particularly the strong member vote in favour of the revised statute. "With the full backing of the MCCM Council and its members, we introduced thoughtful and significant amendments to the statute, which were approved with near-unanimous support. These changes are not only intended to strengthen the Chamber's operations but also the value it provides to the sector," said Cachia. 

He also introduced new members who joined either individually or through the Chamber's affiliated companies. He acknowledged the presence of students from both the University of Malta and MCAST, who are currently pursuing their studies in the sector. 

A special welcome was extended to Professor Rebecca Dalli Gonzi, Head of the Department of Construction and Property Management within the Faculty for the Built Environment at the University of Malta. Professor Dalli Gonzi has recently secured the approval to launch the University's first Diploma in Construction Management-an initiative being undertaken in collaboration with the Building and Construction Authority (BCA). 

Amongst those present for this event was the Chief Executive Officer of the Building and Construction Authority, Perit Roderick Bonnici.
