PN Leader Alex Borg has said that he is prepared to sign a memorandum of understanding, so that whoever is in government begins and completes a mass transportation project in order to address the traffic issues in Malta.

"This is the style of politics that works for the good of all Maltese and Gozitan people," he remarked while delivering his address as the party leader during the PN's general council on Sunday.

Borg said that one cannot be partisan when talking about major projects such as mass transportation, and added that the PL and PN need to work together on solving the matter.

It was previously reported that Prime Minister Robert Abela had said that Borg has accepted his request for both parties to meet and find convergence on the pledged national metro project.

The Opposition Leader noted that one of the biggest problems the country and its population is facing is that of traffic. He questioned how much propaganda has been spread with regard to the metro, as he commented that "nothing has happened so far". He said that the traffic is causing mental stress upon families, and continued that the PN has long spoken about the need for a clear mass transport plan.

He said that another problem which Malta is facing is the increase in population. He acknowledged that populations are increasing in other countries as well, but commented that other countries also invest in their infrastructure in order to address that increase. He said that this is not the case in Malta, and that "the Labour Party's vision was to increase Malta's population yet not invest in the country's infrastructure". He said that the government's vision is focused on numbers, but not quality, and described it as "a vision built on sand".

Borg said that the PN has stressed the importance of conducting a labour market study, and questioned how many foreign people are in Malta, and also questioned how many industries there are that depend on foreign workers, as well as how many industries there are which locals can be incentivised to work in.

"We are already seeing a party taking gigantic steps that are scaring the Labour Party," he said. "The road ahead is long, but together we can overcome it. This is our moment, this is the PN's moment, this is Malta and Gozo's moment. Let us walk forward together."

During his address, he also said that the PN is setting the national agenda, whether it be on the environment, discussions about the 4-day-week, Brussels, "or because I went to have a coffee in a bar, and the next day the Prime Minister goes to have a coffee to seem closer to the people".

The PN Leader remarked that one must stay close to the people every day, and not just on the verge of an election. "The people are recognising that we are making a difference," he commented.

He said that he is not here just to lead the party, but to serve it. He added that such is the role of every person who has chosen to form part of the politics that serve the Maltese and Gozitan people. He stated that the PN is proud of its past, as he spoke of it being the party which brought independence to Malta.

"Let us find the courage to look ahead together, that is what the party needs... This is the moment that we look ahead together, this is the moment that we move forward and look to future generations," he said.

Borg spoke of the various internal elections which occurred during the past few days during the party's general council, which saw eighteen representatives elected to the party's executive committee. He said that there were many youths who participated in the elections, as he went on to describe the party as "a young party full of energy" and which is "ready to lead the country in a positive direction".

He said that this is the beginning of a new chapter for the PN, "a chapter of renewal and strengthening, as well as a chapter of victory". He added that he is proud of the responsibility which has been given to him, and stated that he wants to work more than ever before.

Borg said that he will be meeting with every sectional committee within the party during the coming weeks and months, as he commented that he believes these committees should have a greater role, including the political role to deliver the party's message in the various localities.

He said that the PN exists to be a victorious party which is ready to be a government for the nation and everyone, and continued that the Labour Party in turn is in a "whole panic" because it is seeing a "strong and united Nationalist Party". Borg said that the PN's policies do not come from sudden ideas and thoughts, but rather from discussion, as he added that the PN is a party for and with the people which does not want to leave anyone behind.

Borg spoke of the environment bill which was put forward by PN MP Darren Carabott and which failed to pass in parliament, and stated that the PL's response to the bill was one "in a moment of panic". He said that the PL "tried to instil fear" and said that it had called on people to publish statements against the PN, as he added that the PN is taking steps to safeguard the country's environment.

Among the many speakers during the general council were PN MP Mark Anthony Sammut, who said that 2025 has been a year of big changes within the Nationalist Party, particularly noting the elections of Charles Bonello as General Secretary and Alex Borg as the leader of the party. Fellow MP Adrien Delia said that there is a need for the PN to win the next general election because "the country is drowning in debt, and is succumbing to the decisions of a party in government which is not only killing democracy, employment, justice, and good governance, but will also be the party in government which is destroying the Maltese nation. In a few more years, the Maltese will be a minority in our own country."
