Momentum Leader Arnold Cassola has submitted a formal letter to the Standards Commissioner regarding a potential ethical breach to latch on to the investigation he previously requested into the minister.
Cassola had asked the Standards Commissioner to investigate Minister Galdes over allegations that were made by former PL MEP Marlene Mizzi, who had said that her 2024 removal from the chairmanship of Malita Investments plc occurred shortly after she confronted Housing Minister Roderick Galdes over what she described as improper interference in the company's affairs and overly familiar dealings with its contractors. Galdes had responded that he company has its own managerial structure, "and as Minister my role has always been one of general political oversight, not operational intervention."
Momentum has now sent an article that was published on Sunday for further consideration by the Standards Commissioner. The article, published by the Times of Malta, states that Galdes bought a duplex penthouse in Gozo's capital, including a garage, airspace and rooftop jacuzzi for €140,000 from Joseph Portelli's Excel Investments, and that this is below market price. A spokesperson for Galdes told the newspaper that the two-bedroom shell form property was "reserved" by the minister at pre-construction phase in 2021, when prices were lower. The Times reports that while the property was "reserved" in 2021, the promise-of-sale agreement was signed in 2024 and the final contract in January 2025.
Cassola, in his communication to the Standards Commissioner, says that in the same year as the promise of sale agreement, the Housing Authority, which falls under the minister, signed a contract with Excel Investments, quoting the Shift News as saying it was going to make the company million.
