Bill to establish National Anthem Day and enshrine Capital in constitution passes to Committee

After three days of discussion, the Parliament of Malta unanimously voted for the bill looking to establish National Anthem Day on 27 December and recognise Valletta as the capital city of Malta in the Constitution of Malta, to proceed to the Committee Stage for technical amendments.

Near the end of Wednesday's plenary, both sides of the House of Representatives voted unanimously in favour of Bill 157 to advance from the Second Reading to the penultimate legislative stage. This Bill, which is fully expected to pass, will require a two-thirds majority to be enacted during its Third Reading, after the Committee Stage, since it concerns amending the Maltese Constitution.

Throughout Monday's, Tuesday's, and Wednesday's plenaries, both sides of the House spoke in favour of this Bill and its promotions of these facets of the Maltese identity.

Culture Minister Owen Bonnici said that through this Bill, Valletta will be enshrined as the Maltese capital at State level, up from its present governmental status. This enshrinement will embed Valletta as our capital "for Malta's whole future." Minister Bonnici said that this move gives peace of mind for Valletta to retain its capital status.

Furthermore, 27 December was selected to be National Anthem Day in commemoration of the very first time that the Maltese national anthem, l-Innu Malti, was played on 27 December 1922. The Maltese national anthem was famously written by Dun Karm Psaila and composed by Robert Samut.

Minister Bonnici praised the "very positive" discussion on the themes relating to this Bill and thanked all participating MPs for their contributions. He stated that all speakers throughout this week's plenary sessions agreed on one primary point: "that the things that make us Maltese must be celebrated and promoted." He also noted that this three-day discussion was entertaining for MPs and outside viewers alike.

No other bills were or will be discussed this week, as soon after this vote of approval, Parliament moved towards its concluding adjournments. Parliament was adjourned for Tuesday, 9 December due to Monday's public holiday.
