Home ownership rates in Malta reached record 85% in 2025

Malta has reached a record level of home ownership, with 85% of Maltese and Gozitan families owning their residence in 2025 according to new figures published by the National Statistics Office (NSO), the Parliamentary Secretariat for Social Accomodation and Social Dialogue said in a statement.

The data marks a significant increase from the 82% recorded in 2024 and represents the highest home ownership rate ever registered in the country.

According to the NSO statement, 122,403 families in Malta and Gozo owned their home in 2025. Of these, 91,757 families owned their property outright without any outstanding loan or mortgage.

The highest rate of home ownership was recorded among households made up of two adults with one child, where ownership levels exceeded 93%.

The figures were welcomed by Parliamentary Secretary for Social Accommodation and Social Dialogue Andy Ellul, who described the results as evidence that government housing measures introduced in recent years are producing tangible results.

Ellul highlighted the fact that nearly 92,000 families own their homes free of debt, describing the figures as particularly notable in the wider European context.

“While 85% of families in Malta are homeowners, the European average stands at 68%,” he said.

The statement also noted that Malta’s home ownership rate significantly surpasses that of several European countries, including Germany, where only 47% of families own their home – almost half the Maltese rate.

Ellul attributed the increase to government initiatives aimed at helping more young people and families become homeowners, saying the measures had proven effective in expanding access to property ownership across the country.
