BCA halts works at Stivala construction site in Sliema

The Building and Construction Authority (BCA) said Friday it has stopped all works on a construction site in Sliema to conduct an investigation into the significant water leaks emerging from the plot.

The BCA said on Friday that it took "immediate action" following reports of water discharge from the construction site. The BCA also observed that its investigation into this case includes reviewing video footage that was captured over the site.

The BCA stated that it is imposing additional conditions on the site, "including the mandatory use of specialised machinery and equipment, to ensure that the works are carried out safely and in full compliance with regulatory standards."

Footage shared with Times of Malta shows that before this issue was resolved, large volumes of water flooded parts of The Strand in Sliema as a result of this hotel development site. Footage also shows a construction work standing on top of a semi-submerged excavator, within the flooded construction zone, as the machinery continued to dig into the ground - even though most of it was already submerged in seawater that filled up the construction area.

In its statement, the BCA noted that ongoing works are being carried out below sea level, "as part of efforts to stabilise the foundations of both the development itself and the adjoining properties."

It added that that it is closely monitoring the situation, engaging with affected third parties and appointed experts who are assisting in the technical assessment and oversight of the works.

This construction site, run by developer Carlo Stivala, is located at the bottom of Triq San Vincenz, Sliema.
