Leonid McKay is set to be appointed Chief Executive of Transport Malta, with Dr Stephanie Bonello tasked with leading the implementation of the government's Malta in Motion plan.

McKay, who  served as labour party CEO will take up the post on Friday, 3 July 2026, replacing Kurt Farrugia, who has been appointed CEO of Residenza Malta.

In a statement, the Ministry for Sustainable Mobility said that McKay brings with him years of experience in leading public authorities, as well as a long background in the social sector.

McKay was appointed Chief Executive of the Housing Authority in 2018, where he worked on strengthening services, introducing new schemes and implementing long-awaited reforms.

During his time at the authority, he oversaw capital projects linked to the construction of social housing and reforms to rental laws, which the ministry said aided thousands of people.

In 2022, McKay was appointed Executive Chairman of the Authority on the Responsible Use of Cannabis, a regulatory body set up to provide a framework for the responsible use of cannabis.

McKay was appointed Executive of Jobsplus in 2024, where he launched plans for the development of a Labour Migration Policy.

The ministry also said that work on the implementation of Malta in Motion, the government's integrated mass transport plan, will continue under the leadership of lawyer Stephanie Bonello.

Bonello has more than nine years of experience in the public sector and has held several roles within different ministries. During her career, she was involved in major reforms in the field of affordable housing.

Since January 2024, Bonello has served as Head of Secretariat within the Ministry responsible for mobility and has worked closely on the Malta in Motion plan.

Sustainable Mobility Minister Chris Bonett thanked Kurt Farrugia for his service and commitment, while congratulating McKay and Bonello on their new responsibilities.
