MFSA imposed €570,673 in penalties in 2025

The Malta Financial Services Authority held 1,849 supervisory interactions with authorized entities, approved 1,023 authorisations and imposed €570,673 in penalties during 2025, according to its newly published annual report.

The MFSA said the report reflects a year focused on building trust, strengthening resilience and preparing Malta's financial services sector for future challenges.

The Annual Report of 2025 outlined the authority's work across supervision, regulation, enforcement and internal development, against a backdrop of technological change, emerging risks and increasing regulatory complexity.

According to MFSA, the figures for the year underlined its continued focus on effective supervision, regulatory discipline and stronger compliance across Malta's financial services sector.

MFSA Chief Executive Officer Kenneth Farrugia said the report reflects a year in which the authority moved "from strategy to delivery".

"The Annual Report reflects a year in which the MFSA continued to move from strategy to delivery, translating our priorities into concrete action across supervision, regulation, enforcement and organisational development," Farrugia said.

He said that as the financial services sector continues to evolve, the MFSA's focus remains on building trust, strengthening resilience and shaping the future of Malta's financial services industry.

"This requires a regulator that is forward-looking, effective and engaged, while remaining anchored in its public-interest mandate," he added.

The report also gave an overview of developments across different areas of Malta's financial services sector, as well as the authority's work to address key risks, strengthen standards and support sustainable growth.

During 2025, the MFSA continued engaging with local and international stakeholders, peer regulators and policy partners. The authority said this engagement remained central to ensuring Malta continues to contribute to European and international regulatory discussions.

The MFSA said the publication of the annual report reinforces its commitment to transparency and accountability.
