The Malta Development Association (MDA) said Saturday it welcomes the publication of Legal Notice 210 of 2026, which extends and strengthens the fiscal incentives supporting the recycling of construction and demolition waste until 2031, while introducing clearer obligations for authorised operators.
The MDA said it has consistently maintained that sustainable construction is not only an environmental responsibility but also an essential pillar for the long-term competitiveness of Malta's construction industry. Measures that encourage the proper recycling and recovery of construction waste contribute directly to reducing landfill dependency, preserving natural resources and promoting a more circular economy.
The extension of the tax exemption scheme until 2031 provides the certainty required for quarry operators and recycling facilities to continue investing in modern infrastructure, equipment and improved waste management practices. Long-term policy stability is essential if Malta is to achieve meaningful environmental improvements.
The MDA also welcomed the introduction of additional safeguards to ensure that authorised facilities continue providing an uninterrupted service to the industry. The establishment of a maximum fee of €16 per tonne for qualifying services and the prohibition of hidden or additional charges will provide greater transparency and predictability for contractors and developers. Similarly, the obligation for authorised facilities not to cease accepting construction and demolition waste without a valid reason will help ensure continuity across the sector and reduce disruption to construction projects. Effective waste management infrastructure is critical to maintaining efficient project delivery while safeguarding environmental standards.
The MDA said it believes that environmental regulation is most effective when accompanied by practical implementation, consistent enforcement and continuous dialogue with industry stakeholders. These measures should provide confidence that operators who benefit from public incentives also deliver reliable and transparent services. At the same time, the Association encourages Government to continue investing in Malta's recycling capacity and to explore additional incentives that stimulate greater use of recycled aggregates and other recycled construction materials in both public and private projects. Increasing demand for recycled materials is essential if the country is to fully embrace the principles of the circular economy.
The Association also believes that investment in innovation, new recycling technologies and improved logistics should remain a national priority. This will not only reduce environmental impacts but also improve efficiency, lower costs over time and strengthen Malta's sustainability credentials.
The MDA said it looks forward to continuing its constructive collaboration with Government, regulators and industry stakeholders to ensure that Malta develops a modern, efficient and environmentally responsible construction sector that balances economic growth with environmental stewardship.
