The Planning Authority, in collaboration with Project Green, is launching the second phase of the public consultation on the draft framework for the former oil depot site in San Luċjan, Birżebbuġa.

In a statement, the PA said that this phase follows the successful cleaning of the San Luċjan oil tanks earlier this year. "These tanks were previously used for the storage of Heavy Fuel Oil and the cleaning of the site marked an important milestone in the site's regeneration process," the PA said.

The public consultation follows the first phase carried out earlier this year, during which the Government's vision and objectives for the regeneration of the site were presented. A total of 18 submissions were received from residents and various organisations, providing valuable feedback on the proposed redevelopment, the PA said.

"As part of the current consultation process, a Partial Review of the Marsaxlokk Local Plan (1995) is being proposed to replace the existing Policy ML05, and establish a new framework to regulate development on the ex-oil depot site. This policy change will enable the transformation of the area into a Sustainable Innovation Centre," the PA said.

The Project is envisaged to provide for a hub for education, innovation, and technology, while also providing spaces for cultural activities, entertainment and recreation. The development will be complemented by publicly accessible, open green areas and family-friendly recreational facilities, creating a sustainable and vibrant destination that enhances the San Luċjan area and serves the wider community.

"The draft Development Brief outlines a comprehensive framework for the site and sets out key planning parameters, for land use, building heights, urban design, landscaping, green public open spaces, sustainable mobility and environmental protection. The framework also seeks to safeguard surrounding agricultural land and adjacent protected ecologically and historical sensitive areas," the authority said.

The PA said that it is inviting the general public, stakeholders and other interested parties to submit their representations on the proposed planning framework.
