Transport Malta is warning e-kickscooter owners and drivers that their vehicles are prohibited from using a wide network of major roads across Malta and Gozo, while non-compliant scooters risk being confiscated.

The Authority said only e-kickscooters that meet its requirements can be registered and legally used on Malta's roads, urging owners to ensure their vehicles are properly registered before using them.

Under the Micromobility Regulations, 2019 (L.N. 352 of 2019 / S.L. 65.32), eligible e-kickscooters must be manufactured specifically for this purpose, have an auxiliary electric motor and a maximum travelling speed of 20km/h.

Their use is restricted to specific routes within the road network. Transport Malta's no-go map shows restrictions covering a significant number of arterial and distributor roads across Malta and Gozo, including major routes around Mellieħa, St Paul's Bay, Mosta, Naxxar, San Ġwann, the central region, Valletta, the Three Cities and parts of the south of Malta.

In Gozo, restrictions also apply to a number of major routes, with the map identifying the prohibited arterial roads in red and distributor roads in green.

To register an e-kickscooter, owners must submit a VEH 001 application form, written specifications from the manufacturer confirming a maximum speed of 20km/h, a fiscal receipt or invoice showing the scooter's serial number and a valid local insurance policy.

The e-kickscooter must also be inspected by Transport Malta's Technical Unit before registration.

Registration carries an administrative fee of €10, while the annual road licence is issued free of charge.

Drivers must be at least 16 years old and hold an A, AM or B category driving licence. They must also have passed the Malta Road Code theory test and carry a valid identification document, the required vehicle sticker and licence disc.

E-kickscooters must be fitted with the required lights, while drivers are prohibited from using a mobile phone or headphones while riding. Riding under the influence of alcohol or drugs is also prohibited, and drivers must wear a high-visibility fluorescent vest at night.

Transport Malta warned that scooters which do not meet the registration requirements cannot be registered or legally used on the road.

Any such scooter found being driven on the road will be confiscated, the Authority said.

The Authority is urging all e-kickscooter owners and drivers to check the applicable routes and restrictions and ensure their vehicles and documentation comply with the law before taking to the road.
