The Building and Construction Authority has begun placing concrete blocks against Sea View Apartments in Paceville to help stabilise the building, which was evacuated in August after being declared uninhabitable due to structural deficiencies linked to a lack of maintenance.

The precautionary works also include sealing off access to the building to protect public health and safety.

The authority said the works were being carried out after the owners failed to act on several warnings it had issued. It insisted that any necessary precautionary measures should be undertaken at the owners’ expense.

The authority added that, if the owners fail to reach an agreement among themselves following the precautionary works, it will take any further action deemed necessary.

Building and Construction Authority chief executive Roderick Bonnici said the authority had been monitoring developments concerning the building since June 2025 and had taken all necessary action in accordance with the law.

The building was evacuated in August following a joint operation involving several authorities, after repeated warnings had been issued to the owners.

The evacuation followed a report by Professor Alex Torpiano, submitted to the authority, which concluded that the building was no longer structurally sound enough for people to live in.
