Malta reported preliminary humanitarian assistance and expenditure amounting to €4.16 million during 2025, according to information tabled in Parliament by Foreign and European Affairs Minister Chris Fearne.
In reply to a Parliamentary Question by Opposition MP Graziella Attard Previ, Fearne said Malta had reported a total of €4,156,131 in humanitarian assistance and expenditure under the relevant classifications of Official Development Assistance (ODA) and Total Official Support for Sustainable Development (TOSSD).
The figures remain provisional and are subject to discussion and validation with the Organisation for Economic Co-operation and Development (OECD).
The largest share of the reported humanitarian expenditure, €3.09 million, consisted of allocations representing Malta's share of humanitarian expenditure through the European Union. A further €279,676 was contributed to the United Nations for targeted actions in countries requiring humanitarian assistance.
Among direct country and regional allocations, the West Bank and Gaza Strip received €368,684.89, the highest amount listed. Other beneficiaries included Ukraine, which received €75,042, Haiti and Sudan, which each received €75,000, and the Democratic Republic of the Congo, which received €50,000.
Malta also allocated €40,000 to Yemen, €35,000 each to Jamaica and Cuba, €20,000 to Pakistan, and €12,728 to Libya.
In addition to the humanitarian assistance reported under the ODA and TOSSD classifications, Fearne highlighted Malta's contribution to the EU's Ukraine Facility through the Union's general budget. Malta's contribution to the facility in 2025 amounted to €5,159,221.11.
Part of the funding under the Ukraine Facility is directed towards measures aimed at mitigating the humanitarian impact of the war in Ukraine, as well as strengthening social cohesion and inclusion within Ukrainian society.
