Amendment in Parliament over appointment of Planning Authority Chairman sparks debate

An argument broke out in Parliament during the Committee stage of the bill that would set up the Planning Authority.

Three amendments were put forth. The first by government, that would see Parliament have the power to remove the Chairperson.

The other two, by the PN and by Independent MP Marlene Farrugia (the amendment was on behalf of AD), regards Parliamentary scrutiny of the appointment of the chairperson.

Labour delegates argued that there is nothing stopping the Parliamentary Committee for the Environment from scrutinising the work of the Chairman, however PN MP Marthese Portelli stressed that giving Parliament the ability to remove a chairman might be too late, and it must be ensured that the Chairperson is fit for the job before being appointed.

Marlene Farrugia stressed that this was an opportunity for government to change the status quo and increase good governance.

Parliamentary Secretary Michael Falzon's amendment, regarding the Chairman having to be removed by Parliament, instead of just the minister, passed. The amendments by the PN and by Marlene Farrugia did not pass.
