Replying to a specific query by The Malta Independent on Sunday, Max Van Der Berg said: “The fight against poverty in developing countries deserves a special body of knowledge. We felt in the EP that Dr Borg does not have at this moment the knowledge and commitment. Dr Borg will join commissioner Nielson. In October/November the EP will take a new decision. This is a serious and respectful red light.”
In a letter addressed to Joseph Daul, Chairman of the Conference of Committee Chairmen, the Development and Cooperation Committee claimed that while it remained convinced of Dr Borg's professional abilities, it was not entirely satisfied with the levels of his expertise as expressed in his answers to MEPs' questions.
“In general terms, the nominee Commissioner has given a convincing impression of his personal and professional capacities and his aptitude to assume the high office he has been proposed for,” wrote the committee's acting chairman, Mr Van Der Berg. “However, we remain to be convinced of his expertise and political vision in certain areas regarding development cooperation and the fight against poverty.”
Mr Van Der Berg added that “(the committee) wishes to express its opinion that the fields of EU development policy and humanitarian aid policy need a person of the highest level of expertise, commitment and quality.”
Mr van der Berg was asked by The Malta Independent on Sunday: “In your letter, you state that the development and co-operation committee remains to be convinced of Dr Borg’s expertise and political vision in certain areas. Would it be possible to further specify these areas?
“In addition, was this assessment based solely on Dr Borg's performance on Tuesday, or are there any other reasons for the committee's doubts?
“Finally, should Dr Borg receive the development and cooperation portfolio after enlargement, do you envisage any problems in future relations between the new commissioner and the committee?”
