The annexe replaces the building known as Cote Díor, which had served as a beach-side restaurant. When the permit for the Golden Sands development was issued the one for the annexe was put on hold. It was considered that because of the proximity of the annexe to the beach it would be better if the work was carried out during the winter months.
The new development will also include landscaping of the immediate surroundings. However these will be discussed at a future meeting that will evaluate the landscaping of the entire project extending to the car park, up the hill adjacent to the hotel.
Some external features, such as the choice of apertures, will be discussed in further detail at another sitting.
The design proposed for the new annexe will feature a five-level terraced structure that follows the contours of the cliff leading to the rest of the complex. The building will include a restaurant, a cafeteria, some sales points, offices and a lobby.
The actual footprint of the premises was extended from that of the former Cote Díor. However, the outline of the building recedes progressively, with the highest level considerably smaller than the ground floor area. A large concreted area of land, that is connected to the site, will eventually be landscaped with the rest of the complex. At one point during the meeting the asymmetrical design of the building’s third floor and the extensive use of glass throughout the proposed design was questioned. Some board members felt that the glass might clash with the aesthetics of the natural surroundings. A separate vote on the issue, however, cleared this stumbling block and approval was given to the current design.
The Board also discussed a clause that had been suggested by the Planning Directorate. This stipulates that work should not start during the summer months, in order to avoid disturbing beach-goers. The board considered that all necessary measures to separate the construction work from the beach had been taken and they replaced the clause, allowing work to start as soon as the necessary reports have been presented, with the condition that the work will be completed by next summer.
Speaking on behalf of the developers, architect Edgar Rossignaud said that the developers had every intention of having the project ready by next March, and next May at the latest.
