Ms Cassar’s father is director of contracts, Joseph Spiteri. The report also alleges that at the time, three telephone conversations took place between Ms Cassar and Mr Sebastian (aka Bastjan) Dalli, brother of former foreign affairs minister John Dalli, as well as two phone calls between Ms Cassar and her father.

Zahra’s second report alleges that Sebastian Dalli took part in a meeting abroad, also in connection with the same tender, and had called both Ms Cassar and Mr Spiteri.

March 2003

The same report also decribes a second meeting between Ms Cassar and Mr Fontanelli, along with other INSO representatives, including Gianluca Peroni. The meeting allegedly took place at the Astoria Hotel in Florence. According to the report, Mr Sebastian Dalli was also present.

30 December 2003

According to Zahra’s second report, four days after the second awarding of the contract to INSO, there was a SWIFT transaction of €2.3 million from a bank account in Italy, controlled by Mr Fontanelli, to a bank account in London as “part payment”.

Two weeks later, on 12 January 2004, the money was allegedly transferred from London to a bank account in Hong Kong.
