In a message to mark the World Day for the Safeguarding of Animals, Mr Pullicino said the government has set up the Animal Welfare Council to see that the rights of animals are not trampled upon.
In its first months, the council has worked on a legislative base that would see the introduction of regulations and subsequent enforcement of the rights of animals.
Mr Pullicino thanks the hundreds of volunteers, members of various organisations, who take care of animals.
