In a statement, the Santa Lucia local council said the proposed site is of agricultural value and in a rural conservation zone. This goes against the policy on Waste Management that stipulates a plant can be set up in an industrial area, on land used as a dumping site or in a location were waste is managed already as long as the plant does not have a direct impact on the environment of the area.

The council also said the proposal for this plant is of no ecological interest and is not essential for the agriculture in the area. An inorganic waste management plant in Wied Garnaw would also generate a substantial amount of traffic, which will have a negative impact on the roads in the area.

The statement concluded by saying the council will not tolerate any developments made in Wied Garnaw and it said that the reasons Mepa gave for refusing the original application are still valid and this re-application should not even be considered.
